test(cliproxy): add management-api-client unit tests

- Add 31 unit tests for fetchLocalSyncStatus, fetchProfiles, and performLocalSync
- Cover success, error, timeout, and network failure scenarios
- Remove unused --force flag from sync handler (YAGNI)
