docs: migrate to Mintlify docs submodule

- Add kaitranntt/ccs-docs as git submodule under docs/
- Update README links to point to docs.ccs.kaitran.ca
- Remove old local docs (migrated to Mintlify MDX format)

Phase 3 of README restructure complete.
