Subject: [PATCH] fix: propagate TenantID in team task dispatch InboundMessage

dispatchTaskToAgent() constructed InboundMessage without TenantID,
causing DB-level MCP servers to be invisible when dispatching team
tasks from the dashboard. Same root cause as #560.
