Fix update workflow
...
There seem to be a bug in Git 2.54.0 leading to "fatal: shallow file has changed since we read it" errors.
I have confirmed this fix in a test repo.

ci: Do not fail when there is nothing to commit
...
When there is nothing to commit ci will fail with:
nothing to commit, working tree clean
Error: Process completed with exit code 1.
This was reported as #287 .
Catch this by checking via `git diff-index` if there is anything to commit first.

Make the build more robust
...
Most notably:
* Make sure that conig.json is recreated on every build.
* Also create that file as the first part of the "version updates"
This should allow for both deletions/mods in both themes.txt and go.mod to work around missing refs etc.
If this isn't good enough, we could consider just adding the go.mod to .gitignore.
