Fix a typo in CONTRIBUTING.md

The URL `git://github.com/USERNAME/hugo.git` is invalid; it should instead be either `https://github.com/USERNAME/hugo.git` or `git@github.com:USERNAME/hugo.git`. I chose the latter for this PR.
