Pim van der Loos d9740f5bbb Fix incorrect javac recursiveSetGeneratedBy usage 
- The javac handler for the Locked annotations applied recursiveSetGeneratedBy to too many things, which could cause issues in certain situations. Reducing the scope on which it is used and using setGeneratedBy for the rest resolved the problems.

- Applied the feedback received on the first version:
 + Using the handleExperimentalFlagUsage to reflect the fact this is an experimental feature.
 + Replace the 1-len boolean[] with 1) A regular boolean for javac (no need for mutability), and 2) An AtomicBoolean for ecj (more fitting for mutable boolean).
 + Replace the typeReferenceNameEquals method with a much cleaner Arrays.deepEquals call.

Rawi01 13642eb896 [fixes #3332] Prepend jdt.core SCL to compiler SCL 
The latest eclipse version properly splits the jdt.core module and the
compiler. To load jdt.core classes during compilation the compiler SCL
needs a reference to the jdt.core SCL.
