Jochen Seeber 4b2c7bd849 Add env var to allow disabling usage reporting 
In the spirit of being nice and privacy-conscious, setting
`SERENA_USAGE_REPORTING` to `false` will disable usage reporting.
By default, usage reporting is enabled.
