Changed dashboard default listening address to 127.0.0.1 and made it configurable

Implement PowerShell language server integration using PowerShell Editor
Services (PSES). The implementation includes:
- PowerShellLanguageServer class with automatic PSES download and setup
- Support for PowerShell file extensions: .ps1, .psm1, .psd1
- Symbol detection using PSES format: "function FuncName ()"
- 7 basic tests + 2 integration tests covering:
- Document symbols and function detection
- Within-file references
- Cross-file go-to-definition
- SerenaAgent find_symbol and find_references
Requires: pwsh (PowerShell 7+) in PATH. PSES auto-downloads on first use.
* Adds full Vue.js language support to Serena using the official @vue/language-server.
* Integrates @vue/language-server for Vue SFC (.vue) file support
* Manages a companion TypeScript server for cross-file references between Vue components and TypeScript modules
* Implemenet logic for tie-breaks when languages match the same number of files
(adding priority to the Language enum, deprioritising languages that are supersets of others)

Simply use the dictionary conversion to generate overview elements,
adding the new option to specify a predicate for filtering children
(thus allowing low-level symbols like variables to be filtered out)
* Improve parameter and method names
* Consolidate documentation
* Add unique symbol retrieval method to facilitate reuse
Fix FindReferencingSymbolsTool glossing over non-unique symbol specification
(must raise an error if the name path is not unique)
You run coursier with "cs" command nowadays.
Users of the new coursier no longer have the old
"coursier" command around.
Yet, the assertion required its presence.
That caused the project creation command to break.
After this change:
- the assertion passes if "cs" or "coursier" is there
("coursier" was only used to install the new "cs" if it was missing)
signal.SIGALRM is not available on Windows, causing test_completion to fail.
Replace with threading.Thread approach (daemon=True) that works on all platforms.
